The purpose of LAFCo is the discouragement of urban sprawl and the encouragement of the orderly formation and development of local agencies based upon local conditions and circumstances. Review and approve or disapprove proposals for annexation to a city; incorporation of new cities; annexation to, detachment from, formation of dissolution of special districts; establishes Spheres of Influence for cities and special districts; and enjoys other powers and duties as Implementation of the Cortese-Knox Local Government Reorganization Act of 1985.
