Airport Land Use Commission
Pursuant to Section 21670.1(b) of the California Public Utilities Code, the Board of Supervisors hereby establishes that the membership of the Tulare County Airport Land Use Commission shall consist of, in addition to the seven (7) members of the Tulare County Planning Commission, two members with expertise in aviation, as defined in Section 21670.(e) of the California Public Utilities Code.

Animal Services Advisory Committee
The purpose of the Advisory Committee is to advise and assist the Health and Human Services Agency, Animal Services Division ("Animal Services") on Animal Services' efforts to protect and enhance the quality of life for animals and residents of Tulare County, and report to the Tulare County Board of Supervisors ("Board of Supervisors") on a periodic basis.
Assessment Appeals Board
Established by Ordinance Code Section 1-03-1170 of February 14, 1989 To increase after giving notice or to lower upon application individual assessments in order to equalize assessments on the local tax assessment roll; to review, equalize and adjust penal and escaped assessments on that roll except escaped assessments made pursuant to Revenue and Taxation Code Section 531.1; and to exercise the powers specified in Section 1613 of the Revenue and Taxation Code. The Board acts in a judicial capacity and may act only on the basis of evidence. The Board has no jurisdiction to grant or deny exemptions or to consider allegations that claim for exemption from property taxes have been improperly denied. The Board has no legislative power. The failure of an assesse to request an allocation of claimed exempt and taxable values may result in a denial of judicial relief on the grounds of failure to exhaust administrative remedies.
Audit Committee
Appoint, compensate and oversee the work of any registered public accounting firm employed by the County. Resolve any disagreements between management and the Auditor regarding financial reporting. Pre-approve all auditing and non-audit services. Retain independent counsel, accountants, or others to advise the committee or assist in the conduct of an investigation. Seek any information it requires from employees-all of whom are directed to cooperate with the committee's requests-or external parties. Meet with county officers, external auditors, or outside counsel as necessary.

Community Health Center Board
To establish a commission to act as a governing board for clinics operated by the County and designated as federally qualified health centers pursuant to 42 U.S.C. 1395x(aa)(3) ("Tulare County FQHC") operating at one or more locations. Limitations on Authority: The Board of Supervisors shall retain authority to set general policy on fiscal and personnel matters for the Tulare County FQHC including policies related to financial management practices, charging and rate setting, labor relations and inconsistent with Tulare County Ordinance Code or which alters the scope of any policy set by the Board of Supervisors on fiscal or personnel issues. Duties: Approve the selection and dismissal of the person(s) having direct administrative responsibility for the operation of the Tulare County Federally Qualified Health Center (FQHC); Adopt policies identifying the services to be delivered at the Tulare County FQHC locations, and the hours during which services are to be provided; Approve, within appropriations available for such purposes, the budget for the operation of the Tulare County FQHC, and approve financial priorities and strategies for major resource utilization, subject to review by the Board of Supervisors; Evaluate, at least annually, the effectiveness of the Tulare County FQHC in making services available and accessible to residents of the County including, but not limited to, utilization patterns, productivity, patient satisfaction, and achievement of program objectives; Develop and implement a procedure for hearing and resolving patient grievances. Adopt quality of care audit procedures; Assure compliance with federal, state and local laws and regulations; Adopt such other policies as may be necessary and property for the efficient and effective operation of the Tulare County FQHC. Consumer members as a group shall be reasonably representative of the individuals being served by the Tulare County FQHC in terms of demographics, economic status, race, ethnicity and gender. Emergency Medical Care Committee
The Committee shall be composed of citizens of the County who have a professional or personal interest in emergency medical care. The Committee shall perform the following duties: 1. At least annually, review the operations of each of the following: • Ambulance services operating within the County. • Emergency medical/pre-hospital care offered within the county. • First aid and/or CPR practices in the County. 2. At least annually, report to the State EMS Authority its observations and recommendations relative to its review of the ambulance services, emergency medical/pre-hospital care, and first aid/CPR practices in the County. 3. Submit its observations and recommendations to the Board of Supervisors and act in an advisory capacity to the Board, and to the County department having charge of emergency medical/pre-hospital services, including first aid, CPR, ambulance services, communications, medical equipment, training, personnel, facilities, and any other matters relating to emergency medical services as directed by the Board of Supervisors. 4. Carry out such other duties as may be given to the Committee form time by Board of Supervisors or By State law. 5. The Committee shall adopt rules for the conduct of its meetings, hearings and studies which are not in conflict with this Resolution or State law.

Adopt an adequate and complete County Strategic Plan for the support and improvement of early childhood development within the County consistent with Health and Safety code Section 130140(A)(C)(D)&(E). Hold at least one public hearing on the Commission’s Proposed Strategic Plan prior to the adoption of the plan. Review the County Strategic Plan on at least an annual basis, and revise such plan as necessary or appropriate. Measure the outcomes of county funded programs through the use of applicable, reliable indicators and review that information on a periodic basis as part of the public review of the county strategic plan. Hold at least one public hearing on the Commission’s Periodic Reviews of the County Strategic Plan and prior to adoption of any revisions to said plan. Submit its adopted County Strategic Plan and any revisions to the Board for approval prior to submission to the State Commission. Conduct an audit on or before October 15 of each year; conduct at least one public hearing prior to adopting any annual audit and report; issue a written report on the implementation and performance of its functions during the preceding fiscal year, including the manner in which funds were expended; the progress toward and the achievement of program goals and objectives; and the measurement of specific outcomes through appropriate reliable indicators. The written report required by this section shall be transmitted to the State Commission, and the Tulare County Commission shall make copies of its annual audits and reports available to members of the general public on request at no cost. Establish one or more advisory committees to provide technical and professional expertise and support for any purposes that will be beneficial in accomplishing the purposes of the Act and shall cause such advisory committees to make recommendations and reports as deemed necessary or appropriate. Submit a budget to the Board for adoption. The Board will adopt the Budget and the Commission shall retain authority of expenditures.
Fish and Wildlife Commission
Shall advise the Board of Supervisors from time-to-time concerning the expenditure by the County of monies deposited in the County Fish and Game Propagation Fund and shall perform such other duties as this Board may prescribe from time-to-time. Shall advise the Board of Supervisors on all matters relating to fish and game.
Flood Control Commission
Make recommendations as to expenditures of funds derived from ad valorem takes for flood control and drainage purposes. Recommended priorities for action recognizable or defined flood control projects. Recommend zone of benefit boundaries with technical assistance from district staff. Hold necessary hearings to develop and recommend the establishment of zones of benefit to the Board of Supervisors. Make recommendations with respect to proposed state or federal legislation affecting flood control activities. Perform necessary liaison to be able to make recommendations regarding projects that involve other agencies. Make recommendations as to means of financing projects including proposed assessments or tax rates if financed locally. Hold such hearings as directed by the Board involving flood control or drainage matters and make recommendations for Board action. Interview and recommend to the Board of Supervisors consulting firms to perform studies and prepare plans and specifications for flood control projects when necessary. Act on any other specific matter regarding studies, hearings, legislation, tax rates, etc. as directed by the Board.
Health Advisory Committee
The responsibilities of the Health Advisory Committee shall include: Assist the Agency in assessing the community's health, including strengths and gaps in the public health system (including rural and/or underserved areas) and help to develop strategies to meet unmet needs. Recommend policies that improve health outcomes. Make recommendations on public health strategies, goals and funding resources. Encourage support for the development and implementation of effective public health programs and services. Develop recommendations for the Public Health Department relevant to existing and proposed public health legislation. Assist in the production of written reports for presentation to the Board of Supervisors. Present an annual report to the Board of Supervisors. With the Concurrence of the Board of Supervisors, advocate for increased action to improve community health. Independent Ambulance Compliance Committee
Review Ambulance Service Provider Agreement compliance and performance. Consider and resolve disputes or grievances concerning the Contractors performance or quality of patient care matters which may arise during the term of the agreement. Approve the assessment of liquidated damages against the contractor of infractions and/or failure to meet the standards set forth in the Agreement. Make recommendations to the County, Tulare County Department of Health, and the local EMS Agency regarding adjustments and/or modifications of the terms and conditions of the Agreement which govern Contractor's delivery of ambulance service. Receive regularly scheduled reports regarding the Contractor's performance under the terms and conditions of the Agreement. To periodically submit reports to the Tulare County Board of Supervisors regarding its observations and recommendations of the Contractor's performance in Tulare County. To advise the Tulare County Board of Supervisors, the Tulare County Department of Health, and local EMS Agency on all matters relating to the Provider Agency Agreement performance. The Committee's recommendations provided to the Tulare County Board of Supervisors, the Tulare County Department of Health and the local EMS Agency shall be non-binding.
Indian Gaming Local Community Benefit Committee
Responsible for developing the application policies and procedures for the distribution of grant funding: assessing the applications; and setting reimbursements for county administrative costs. Legislation, SB621, established the method of calculating the distribution of appropriations from the Indian Gaming Special Distribution Fund for grants to local government agencies impacted by tribal gaming. Language Accessibility Advisory Committee
The Tulare County Language Accessibility Advisory Committee (LAAC) will serve as an effective resource for receiving input and providing assistance on translations, community outreach plans, and bilingual poll worker recruitment and placement. In addition, the Committee will help to bridge the language, cultural and/or geographical barriers in our communities for voters with limited English proficiency who seek to participate and contribute meaningfully in the democratic process.

California Business & Profession Code section 6301 provides for a board of law library trustees to govern the law library. The trustees are responsible for establishing law library policies and budget, management of the trust fund, and providing direction to the law library director.
Library Advisory Board
The purpose of the Library Advisory Board is to act as a community advisory body to the Board of Supervisors and the County Librarian regarding all phases of library services and operations of the Tulare County Free Library. This includes: 1. Library policies and operations, including hours; 2. Federal, State, and/or Local legislation pertaining to library funding and support; 3. Public input about the Library; 4. Financial requirements of the Library, including the annual budget; and 5. Other matters of concern to the Board of Supervisors regarding the Library.

Review and approve or disapprove proposals for annexation to a city; incorporation of new cities; annexation to, detachment from, formation of dissolution of special districts; establishes Spheres of Influence for cities and special districts; and enjoys other powers and duties as Implementation of the Cortese-Knox Local Government Reorganization Act of 1985.
Local Appeals Board
The purpose of the Local Appeals Board is to hear and decide technical appeals from actions of the County’s Resource Management Agency (RMA) Director or Tulare County Fire Chief or their authorized representatives concerning application of Uniform Building or Uniform Fire Code standards. The jurisdiction of the Local Appeals Board shall also extend to any other matters that the Board of Supervisors by ordinance or resolution makes subject to the jurisdiction of the Local Appeals Board. The duties of the Local Appeals Board generally shall be as prescribed in section 1.8.8 of the California Building Code. Member Requirements As provided in section 1.8.8.1 of the California Building Code, consisting of five (5) members appointed by the Board of Supervisors. The term of office of each shall be four (4) years or until his or her successor is appointed and qualified. Vacancies other than upon the conclusion of a term shall be filled for the remainder of the predecessor's term. Members shall be qualified by experience and training to rule upon matters pertaining to building code interpretation, fire code interpretation, and suitability of alternate materials and types of construction, and shall not be employees of the County. It shall be the policy of the Board of Supervisors to appoint as members at least one (1) registered civil engineer, one (1) licensed architect, and one (1) contractor with at least a Class B license, but this policy shall in no way deprive the Board of Supervisors of its full discretion in the appointment of otherwise qualified persons. Ponderosa Community Services District
San Joaquin Valley Unified Air Pollution Control District (Governing Board)
The Unified District shall have all powers and perform all duties applicable to air pollution control districts allowed by state and federal law, including, but not limited to, the following: Develop and adopt uniform basin wide rules and regulations to achieve and maintain state and federal ambient air quality standards within the Unified District. Adopt measures to control all sources of air pollution as allowed by law. This shall include the development and adoption of all air quality plans required by state and federal law for the San Joaquin Valley. Enforce all applicable provisions of state and federal law dealing with air pollution within the Unified District?s boundaries. This shall include uniform enforcement procedures and uniform fines and settlement fines. Develop regional attainment plans, common planning criteria, and uniform permitting and enforcement procedures. This shall include responsibility for oversight and supervision over all permit systems for Authorities to construct and permits to operate within the Unified District?s boundaries. Employ agents, consultants, advisories, independent contractors, and employees, including but not limited to an Air Pollution Officer as the Chief Administrator of the Unified District, and contract for professional services. The Air Pollution Control Officer and other persons engaged shall receive compensation as may be determined and approved by the Unified District. Make and enter into any contracts. Acquire, hold, and convey real and personal property. Incur debts, obligations, and liabilities. Accept contributions, grants or loans from any state, public or private agency or individual, of the United States or any department, instrumentality, or agency thereof, for the purpose of financing its activities. Invest money that is not needed for immediate necessities, as the Unified District Board determines advisable, in the same manner and upon the same conditions as other local entities in accordance with Section 53601 of the Government Code. Reimburse Unified District Board members the actual amounts of their reasonable and necessary expenses incurred in attending meetings of the Unified District, or any committee of the Unified District, and in performing the duties their offices, as allowed by law. Sue and be sued. Do all other acts reasonable and necessary to carry out the purpose of this agreement, including public education on air quality issues. Monitor, review, and participate in all environmental processes for projects proposed in the San Joaquin Valley air basin and provide appropriate comments and take necessary actions as allowed by law. Adopt regulations to reduce or mitigate emissions from indirect and are-wide sources of air pollution. Adopt and implement regulations to encourage or require the use of ride-sharing, van pooling, flexible work hours, or other measures to reduce the number of length of motor vehicle trips within the San Joaquin Valley as provided by law. Adopt a schedule of uniform fees provided by law. Adopt rules and regulations and do such acts as may be necessary or proper to execute the powers and duties granted, and imposed upon, district as provided by law.

Consider the issues of at-risk youth and gangs in Tulare County. Make reports to the Board of Supervisors on matters referred to the committee by the Board of Supervisors. Inform the citizens of Tulare County of ways to prevent youth truancy and gangs in Tulare County. Conduct community outreach events and other public services aimed at assisting at-risk youth and prevention gang membership in Tulare County. Perform such other duties as the Board of Supervisors may direct. Task Force on Homelessness
The purpose of the Task Force is to advise and assist the Health and Human Services Agency on the Agency’s efforts to address homelessness issues affecting the community, and report to the Tulare County Board of Supervisors on a periodic basis. The intent of the Task Force is to enhance opportunities to coordinate efforts across all jurisdictions within and across our community with the recognition that no single entity can impact homelessness efficiently without open collaboration and communication. The responsibilities of the Task Force shall include: Assist the Agency in assessing the community’s homeless population and services, including strengths and gaps in the current system (including rural and/or underserved areas), and help to develop strategies to address unmet needs. Recommend policies that improve quality of life for homeless persons. Explore best practices in working with individuals experiencing homelessness and engaging them in discussions regarding housing and service delivery models, trauma informed care, and similar approaches. Make recommendations on strategies, goals, and funding resources to address homelessness within the county. Encourage support for the development and implementation of effective homeless programs and services. Develop recommendations for the Agency relevant to existing and proposed legislation on homelessness. Assist in the production of written reports for presentation to the Tulare County Board of Supervisors and present an annual report.. With the concurrence of the Tulare County Board of Supervisors, advocate for increased action to improve the situation of homeless persons. Such other duties as assigned by the Tulare County Board of Supervisors or Health & Human Services Agency Director. Tulare County 2021 Advisory Commission on Supervisorial Redistricting
The 2021 Advisory Commission on Supervisorial Redistricting (“Commission”) shall be composed of 11 residents of the County. Applicants must be registered voters in the County. 10 of the members of the Commission shall be selected on a district basis, with 2 selected from among the qualified applicants residing in each current supervisorial district. The 11th member shall be selected from all other qualified applicants. The application period closes April 30, 2021. Applications must be received by the Clerk of the Board of Supervisors before the close of business on April 30, 2021 in order to be considered timely. Review, evaluate and coordinate applications for planning, transportation, and air quality maintenance programs, or development proposals of area-wide significance utilizing either, Federal, State or local public sources of funding. Assist political subdivisions located in Tulare County in obtaining various forms of governmental assistance by providing advice, counsel and professional direction. Designate an appropriate system or area-wide comprehensive planning, transportation and air quality maintenance program goals and objectives. Prepare or direct the preparation of necessary plans and studies consistent with the comprehensive planning, transportation and air quality maintenance program goals and objectives. Promote public interest in and an understanding of the comprehensive planning, transportation and air quality maintenance program processes within Tulare County. Serve as a center for disseminating general planning, transportation and air quality maintenance program information of area-wide significance to the various local jurisdictions. Investigate and prepare recommendations regarding the resolution of conflicts or other circumstances arising from the multiplicity of jurisdictions concerned with comprehensive development. Prepare a budget and work program each year, demonstrating ability to implement above goals. Veteran Advisory Committee
The purpose of the Advisory Committee is to advise and assist the Health and Human Services Agency on the Agency’s efforts to address issues affecting the Veteran community, and report to the Tulare County Board of Supervisors on a periodic basis. The Veteran Advisory Committee will also be charged with assessing local services available to Veterans and develop proposed strategies to address unmet needs. Additionally, with the concurrence of the Board of Supervisors, the Veteran Advisory Committee will advocate for increased action to improve funding opportunities for Veteran services in the County.
Voting Accessibility Advisory Committee
The Tulare County Voting Accessibility Advisory Committee (VAAC) will serve as an effective resource for receiving input and providing suggestions on how to implement federal and state laws regarding accessibility to the electoral process for voters with disabilities. In addition, the Committee will offer suggestions on improving access to voting and election materials, web accessibility, poll site locations and poll worker training.

Workforce Investment Board
The Workforce Investment Board shall perform these duties as provided for in the Workforce Investment Act of 1998 and other such duties which are reasonably necessary to discharge their responsibilities under the Act in accordance with the By-laws of the WIB. The WIB shall operate as the lead agency for implementation of the Workforce Investment Act in Tulare County. The WIB will direct the disbursement of funds for workforce investment activities. Increase the involvement of the business community, education institutions, organized labor, government agencies and community based organizations, economic development agencies in workforce investment activities. Identify, implement and administer effective approaches to increase employment opportunities for job seekers. Operate as the lead agency for implementation of the Workforce Investment Act in Tulare County. Provide workforce investment activities through statewide and local workforce investment systems that increase the employment retention and earnings of citizens. Receive, review and recommend Step Up Youth Activities Grant Program awards to the Tulare County Board of Supervisors. Receive two presentations per year from grant recipients to ensure proper use of funding. Review the efficacy of the Step Up Youth Activities Grant Program. Perform other duties as the Board of Supervisors directs or as the Youth Commission decides. Review and recommend all Service Learning Grants. Receive, review, and recommend Step Up Youth Service-Learning Grant Program awards to the Tulare County Board of Supervisors.
